During a press conference in Paris Tuesday morning, President Obama discussed his strategy to contain ISIS, including his aim to “choke off” the terrorist organization’s supposed sources of income such as oil.

Fox News contributor Charles Krauthammer called President Obama’s ISIS strategy “a joke” on "Special Report" Tuesday evening.

Not only did the Joint Chiefs of Staff Chairman Gen. Joseph Dunford say at a House Armed Services Committee hearing Tuesday that ISIS has not been “contained,” but the terrorist organization has, in fact, spread systematically since 2010.

Even more, it seems as though Obama’s focus of cutting off resources such as oil will do little to “degrade and ultimately defeat” ISIS, as the civilian drivers of the trucks are given advance warning about any incoming airstrikes.

Krauthammer explained, “The Chairman of the Joint Chiefs was asked whether he considered the drivers of the oil trucks by ISIS as combatants, and he said "No." They’re civilians trying to feed their families, and that’s why we actually drop leaflets warning the drivers three-quarters of an hour before any airstrike."

"This is a joke," he argued, "and it comes not from the Pentagon. It comes from the White House.”

“This has not been a serious air war,” Krauthammer went on. “And all the promises that, oh, yes, now we’re going to get serious, I think are a joke as long as this President is Commander in Chief.”
