Seemingly confused about the negative impact high tax rates have on economic growth as well as the basic facts of the House GOP budget plan, on the April 17 Face the Nation moderator Bob Schieffer asked Paul Ryan: "Why do these rich people need another tax cut? I mean, they're already rich." The "tax cut" to which Schieffer referred would merely be the maintaining of current tax rates when they expire in 2013.
