Hopelessly Naive Hayes: End War On Terror, 'Declare Ourselves At Peace'

On his MSNBC show, Chris Hayes suggests that the United States declare the war on terror over and "declare itself at peace."  To protect itself from future attacks, Hayes proposes "rigorously and energetically using intelligence and diplomacy and well-resourced police work."
