In Washington State, Christopher Scott Williams, a violent, 6-foot-4 convicted child molester, biologically-male “transgender” prisoner was transferred to a men’s prison on June 20, 2025, years after allegedly sexually assaulting his cellmate at the Washington Corrections Center for Women (WCCW), Mozzy Clark.

Williams, who still uses a male name, was originally placed in a men’s prison after being convicted of a sex offense. However, in late 2021, after officials learned Williams identified as female, they transferred him to WCCW in order to comply with a Washington Department of Corrections (DOC) policy that allows inmates to be transferred to a prison that matches their feelings about their own “gender identity” instead of their biology.

The transfer allegedly also occurred after Williams assaulted a corrections officer in the men’s prison, according to records revealed in a lawsuit Clark filed against the Washington State Department of Corrections.

Within three months following William’s placement in WCCW and in Clark’s cell, he allegedly began molesting Clark and would take out a large bag of sex toys to talk about “how much he wanted to use them” on her, according to the lawsuit.

Clark also allegedly reported William’s actions to officers, but no “serious action” was taken beyond confiscating “the large bag of sex toys.” The only piece of advice she claims she received about how to be separated from Williams was to “go on suicide watch.”

Eventually, after a Prison Rape Elimination Act complaint was filed by Clark against Williams, officials finally agreed to take Clark’s claims seriously and remove him from her cell.

In light of her time-sharing a cell with Williams and the dismissal of her concerns by officials, Clark alleges that the assault she endured at Williams hands was, in part, the result of WCCW's "longstanding policy" of "locking female prisoners in cells with [violent] biological males."

Further, Clark alleges that the state’s actions of placing a “male sexual predator” then ignoring her “complaints of sexual harassment and assault” violated several of her constitutional rights, including the right to be free of cruel and unusual punishment and exercise free speech.

Amid Clark’s claims of misconduct and inadequate response from prison officials, a Washington State DOC spokesperson addressed the Daily Caller News Foundation (DCNF) about the department’s handling of assault allegations, relating that while they cannot discuss litigation or specific housing decisions for individual inmates, they actively address assault allegations with serious attention.

The case is set to go before a jury in U.S. District Court for the Western District of Washington on Oct. 26, 2026. Williams has not filed a denial or response to Clark’s claim, and is without legal representation according to the case docket.

Clark’s lawyer, David Pivtorak, told the DCNF that the state had prioritized “fringe ideology” over safety concerns by placing Williams in a female facility:

“It’s unfortunate that the State of Washington would seek to prioritize the personal desires of a male sex offender over the safety and well-being of women in its custody. It shows a cynical and craven submission to a dangerous, fringe ideology that disregards common sense…”
