As the U.N. Security Council met in emergency session in response to ongoing military attacks on Ukrainian civilian targets, President Volodymyr Zelenskyy said Russia should be labeled a “terrorist state” and questioned the legitimacy of its participation in the meeting – and in the U.N. in general.
